WHEREAS, The Senate adopted permanent rules for the 2007-09
biennium under Senate Floor Resolution No. 8601 in 2007; and
WHEREAS, The notice requirements set forth in Senate Rule 35 have
been satisfied; and
WHEREAS, The Senate desires to clarify the application of scope and
object standards to title-only bills;
NOW, THEREFORE, BE IT RESOLVED, That Rule 66 of the Permanent Rules
of the Senate is amended as follows:
"Rule 66. No amendment to any bill shall be allowed which shall change
the scope and object of the bill. (See also Art. 2, Sec. 38, State
Constitution.) Substitute bills shall be considered amendments for the
purposes of this rule. A point of order raising the question of scope
and object may be raised at any time during consideration of an
amendment prior to voting on the amendment. A proposed amendment to an
unamended title-only bill shall be within the scope and object of the
bill if the subject of the amendment fits within the language in the
title."
