    On page 2, beginning on line 6, strike "The refund is for twenty-five percent of the state sales tax." and insert "The refund is only for the state portion of the sales tax.  The department may not provide refunds under this section or section 2 of this act for the remainder of a fiscal biennium once the total amount of refunds provided under this section and section 2 of this act during the fiscal biennium equals twenty million dollars."

EFFECT:   Replaces the 25 percent state sales and use tax exemption with a 100 percent exemption that is capped at $20 million per biennium.
