    On page 3, line 19, after "(4)" insert "(a)"

    On page 3, after line 30, insert the following:

    "(b) For preparing a copy of any instrument, document, or file without a seal, the clerk may waive all or part of the fees established in (a) of this subsection for members of the news media as defined in RCW 5.68.010(5)."

EFFECT:  Allows the clerk to waive all or part of the fees for copying instruments, documents, or files without a seal (including copies made electronically or on compact discs), if the person is a member of the news media.
