On page 1, after line 17, insert the following:

"NEW SECTION. Sec. 2 A new section is added to chapter 71A.20 RCW to read as follows:
No owner of a privately operated home for persons with developmental disabilities may be paid more than three times that highest salary of the lowest compensated employee of the home."
