Background:

The state government operates on a fiscal biennium that begins on July 1 of each odd-numbered year. Supplemental budgets frequently are enacted in each of the following two years. Appropriations are made in the biennial and supplemental budgets for the operation of state government and its various agencies and institutions, as well as for K-12 public schools.

Summary:

Total General Fund-State (GF-S) appropriations for the 2009-11 biennium are $29.3 billion. Total Near General Fund-State (NGF-S) appropriations are $31.4 billion. The total budget is $58.7 billion; this includes dedicated and federal funds.The 2009 second supplemental operating budget reduces appropriations for the 2007-09 biennium by $57.3 million for GF-S (for a $29.2 billion revised total GF-S), reduces appropriations by $455.7 million for NGF-S (for a $32.6 billion revised total NGF-S), and increases appropriations for the total budget by $461.9 million (for a $57.3 billion revised total budget).
