Exempts agricultural anaerobic digesters from solid waste handling permitting.

Requires the department of ecology and the department of agriculture, in consultation with the department of health, to make available to livestock producers clearly written guidelines for the anaerobic codigestion of livestock manure and certain organic waste-derived materials.
