Allows a physical therapist to perform spinal manipulation only upon showing evidence of adequate education and training in spinal manipulation.

Requires a physical therapist to submit to the secretary of the department of health an affidavit that includes evidence of adequate education and training in spinal manipulation. A physical therapist who has graduated from an approved school of physical therapy in 2009 or later is not subject to this requirement.
