Encourages kindergarten outreach to encourage, support, and assist parents in their role as the primary educator of their children and to support students' successful transition into the K-12 education system.

Authorizes a school district to submit an application to the state board of education to count hours of kindergarten outreach for up to five percent of the minimum instructional hours for kindergarten students.
