Requires each school district's board of directors to enact a policy or modify an existing policy that prohibits criminal street gang activity on school property and vehicles and at officially sanctioned school activities.

Requires the Washington state school directors' association and the office of the superintendent of public instruction, in collaboration with the task force on gangs in schools and other stakeholders, to develop and make available to school districts a model policy and procedure.

Authorizes the superintendent of public instruction, in consultation with the task force on gangs in schools and the school safety advisory committee, to adopt rules pertaining to the discipline of students for gang-related behavior.

Addresses denial and acceptance of applications for online programs and suspending or expelling a student for certain activity.
