Requires the department of social and health services to make unannounced inspections of all hospitals.Prohibits the department of social and health services from issuing its final report regarding an unannounced inspection until: (1) The hospital is given at least two weeks following the inspection to provide any information or documentation requested by the department during the unannounced inspection that was not available at the time of the request; and(2) At least one person from the department conducting the inspection meets personally with the chief administrator or executive officer of the hospital following the inspection or the chief administrator or executive officer declines such a meeting.
HB 1033-S by House Committee on Environmental Health (originally sponsored by Representatives Campbell, Morrell, Hudgins, Hunt, Chase, Wood, and Dickerson) Requiring the use of alternatives to lead wheel weights. Finds that: (1) Environmental health hazards associated with lead wheel weights are a preventable problem. People are exposed to lead fragments and dust when lead wheel weights fall from vehicles on Washington roadways and are then abraded and pulverized by traffic. Lead wheel weights on and alongside roadways can contribute to soil, surface, and groundwater contamination and pose a hazard to downstream aquatic life;(2) Lead negatively affects every bodily system. While injurious to individuals of all ages, it is especially harmful to children, fetuses, and adults of childbearing age. Effects of lead on a child's cognitive, behavioral, and developmental abilities may necessitate large expenditures of public funds for health care and special education. Irreversible damage to children and subsequent expenditures could be avoided if exposure to lead is reduced; and(3) There are no federal regulatory controls governing use of lead wheel weights. The legislature recognizes the state's need to protect the public from exposure to lead hazards.Requires the department of ecology to: (1) Prepare and distribute information to persons in the tire and wheel weight manufacturing, distribution, wholesale, retail, an auto manufacturing industries, to the maximum extent practicable, to assist them in identifying environmentally preferred wheel weights;(2) Issue a warning letter to a person in the tire distribution, wholesale, retail, auto manufacturing, or associated industry who violates the requirements of the act; and(3) Offer information or other appropriate assistance to the person in (2) above.Provides penalties.

Purchasers are entitled to a clear written description of the annuity at the time of solicitation on a summary disclosure form adopted by rule of the insurance commissioner. Prior to issuing an annuity, the insurer must obtain sufficient information from the purchaser to verify the suitability of the proposed sale and to enable the prospective owner to make an informed purchase.

Creates the Washington health care discount plan organization act to promote the public interest by establishing standards for discount plan organizations, to protect consumers from unfair or deceptive marketing, sales, or enrollment practices, and to facilitate consumer understanding of the role and function of discount plan organizations in providing discounts on charges for health care services.Requires a person to obtain a license from the insurance commissioner to operate as a discount plan organization before conducting discount plan business to which the act applies.Provides that any person, organization, or entity that has engaged in a discount plan business to which the act applies, and has done so on or before the effective date of the act, has six months following the effective date of the act to submit a substantially complete application for a license as provided in section 5 of the act and to otherwise come into compliance with the requirements of the act.

Authorizes a water-sewer district to construct, condemn and purchase, add to, maintain, and operate systems of wastewater reclamation as authorized by chapter 90.46 RCW for the purpose of furnishing the district and the inhabitants thereof with reclaimed wastewater for all authorized uses and purposes, public and private, including with full authority to regulate the use and operation thereof and the service rates to be charged. In compliance with other sections of chapter 57.08 RCW, a district may also provide reclaimed wastewater services to persons outside the district.

Finds that: (1) Freshwater lakes are vital to the state's economy and environment, and serve as a source of recreational and scenic enjoyment;(2) Currently more than two hundred lakes, or twenty-five percent of the publicly accessible lakes within Washington state, have impaired water quality conditions or are at risk for impairment; and(3) Legislative studies a decade ago identified several programmatic recommendations to strengthen state and local responses to degradation in the health of lakes.Directs that a comprehensive strategy for lakes protection and restoration be developed, portions of which may be implemented within current authority and funding, and that the strategy further include recommendations for further legislative authorization and funding to achieve a comprehensive statewide lakes protection and restoration program.Requires the department of ecology to prepare a comprehensive lakes management strategic plan to guide state programs that provide technical and financial assistance to other state agencies, local governments, special purpose districts, and nongovernmental entities for the protection and restoration of the state's freshwater lakes.

Authorizes establishment of a regional transportation corridor authority, within a county with a population greater than one million five hundred thousand and any adjoining counties with a population greater than five hundred thousand, to provide for a comprehensive and integrated corridor-based multimodal regional transportation system within a defined transportation corridor.Directs a regional transportation corridor authority to prepare, adopt, and submit to regional voters a comprehensive and integrated corridor-based multimodal corridor management and investment plan.Authorizes a regional transportation corridor authority to: (1) As part of a corridor management and investment plan, recommend the imposition or authorization of some or all of certain revenue sources, which a regional transportation corridor authority may levy, impose, or authorize if contained in a plan approved by the voters;(2) Issue general obligation bonds, not to exceed an amount, together with any other outstanding nonvoter-approved general obligation indebtedness, equal to one and one-half percent of the value of the taxable property within the authority; and(3) With voter approval, impose a local surcharge of not more than eight-tenths of one percent of the value on vehicles registered to a person residing within the authority.Makes an appropriation.

Finds that: (1) The inability to securely share critical health information between practitioners inhibits the delivery of safe, efficient care;(2) Consumers are unable to act as fully informed participants in their care unless they have ready access to their own health information;(3) The blue ribbon commission on health care costs and access found that the development of a system to provide electronic access to patient information anywhere in the state was a key to improving health care; and(4) In 2005, the legislature established a health information infrastructure advisory board to develop a strategy for the adoption and use of health information technologies that are consistent with emerging national standards and promote interoperability of health information systems.Requires the administrator of the state health care authority to designate one or more lead organizations to coordinate development of processes, guidelines, and standards to improve patient access to and control of their own health care information and to implement methods for the secure exchange of clinical data.Requires the office of financial management to contract with an independent research organization to evaluate implementation of the act's provisions.

This growth can have adverse environmental, health, and aesthetic effects;(2) Lawn fertilizers contribute to phosphorus loading;(3) Turf fertilizers containing no or very low amounts of phosphorus are readily available; and(4) While significant reductions of phosphorus from laundry detergent and dishwashing detergent have been achieved, similar progress in reducing phosphorus contributions from turf fertilizer has not been accomplished.Declares an intent to significantly limit the use of fertilizers containing the plant nutrient phosphorus.Prohibits a person, under certain conditions, from applying a fertilizer containing the plant nutrient phosphorus to turf.Prohibits a person from applying a fertilizer to an impervious surface.Provides penalties.

Requires the department of social and health services, beginning with the 2017-2019 fiscal biennium, and in every fiscal biennium thereafter, to adjust the child care subsidy to make it equal to or greater than seventy-five percent of the actual charges of providing child care in a child care center.Requires child care centers to distribute age-appropriate educational and parenting information provided by licensors, local resource centers, school districts, and other organizations to parents who bring their children to that child care center.Directs the Washington basic health plan administrator to reserve ten percent of enrollment slots for child care providers working at child care centers that are licensed by the state under RCW 74.15.030 and have at least one child care slot filled by a child for whom it receives a subsidy.
