Regarding forest fire protection assessment refunds.
Directs the department of natural resources to: (1) Develop a revised forest fire protection assessment rate structure as recommended by the 2008 forest fire protection and prevention work group in order to more closely align assessments with actual forest wildfire protection costs;(2) Consider reducing the rate paid by owners of unimproved parcels while adding a surcharge or applying a higher rate to parcels that include improvements such as homes and other structures to achieve the same value of assessment collection derived under the current rate structure; and(3) Develop a definition of the term "improvement" as used for the purposes of the forest fire protection assessment rate structure.Expires December 31, 2009.

Including manufactured/mobile home parks in the regional transfer of development rights program.
Finds that: (1) A successful transfer of development rights program must consider housing affordable to all economic segments of the population in designated sending areas;(2) Manufactured/mobile home parks have a long history as areas that provide housing opportunities for all economic segments of the population;(3) The number of manufactured/mobile home parks is shrinking due to development pressures that threaten to eliminate this housing option; and(4) The inclusion of manufactured/mobile home parks in the regional transfer of development rights program will assist in slowing the conversion of these areas.Requires counties to use as a criteria to guide the designation of sending areas for participation in the regional transfer of development rights program that the land is in current use as a manufactured/mobile home park as defined in chapter 59.20 RCW.
