(6) Suspending the sales and use tax exemption for livestock nutrient equipment and facilities;

(7) Ending the preferential business and occupation tax treatment received by directors of corporations;

(8) Airplane excise tax;

(9) Public utility tax on interstate hauls;

(10) Foreclosure exemption;

(11) Tax debts;

(12) Imposing sales and use tax on the sale of custom software;

(13) Increasing tobacco taxes;

(14) Imposing an additional hazardous substance tax;

(15) Modifying the sales tax exemption for certain fertilizers, sprays, and washes;

(16) Imposing a one cent per ounce tax on carbonated beverages;

(17) Eliminating tax preferences for bullion; and

(18) Repealing the nonresident sales tax exemption; the business and occupation tax credit for new employment for international service activities; the sales and use tax exemptions for candy and bakery items; and the sales tax exemption for coal used at coal-fired thermal electric generation facilities.

Concerning the Washington state ferries system.


(DIGEST OF PROPOSED 2ND SUBSTITUTE)


Declares that it is the intent of the legislature that: (1) Final recommendations from the joint transportation committee ferry study, submitted to the legislature during the 2009 regular legislative session, be enacted by the legislature and implemented by the department of transportation as soon as practicable in order to benefit from the efficiencies and cost savings identified in the recommendations; and

(2) The act, the 2009-2011 omnibus transportation appropriations act, and subsequent transportation appropriations acts serve as vehicles for enacting these recommendations in order to maximize the utilization of existing capacity and to make the most efficient use of existing assets and tax dollars.

Makes various additional policy changes aimed at further efficiencies and cost savings.

Requires the department of transportation to prioritize vessel preservation and acquisition funding requests over vessel improvement funding requests.

Requires signs to be displayed at each terminal and on each vessel that inform the public that assaults on state employees will be prosecuted to the full extent of the law.

Abolishes the marine employees' commission and transfers its powers, duties, and functions to the public employment relations commission.

Repeals statutes relating to Washington state ferries providing passenger-only ferry service; construction of vessels that have already been built; and exhausted bond authorities.
