Directs the Washington association of sheriffs and police chiefs to, when funded, convene a jail medication management work group to develop a model policy regarding the management of medications in jails, to be applicable to jails as defined in RCW 70.48.020.

Authorizes a jail to provide for the delivery and administration of medications and medication assistance for inmates in their custody by nonpractitioner jail personnel, subject to certain conditions.

Requires the department of health to annually review the medication practices of five jails that provide for the delivery and administration of medications to inmates in their custody by nonpractitioner jail personnel.

Provides that section 1 of the act is null and void if appropriations are not approved.
