Regulates paid signature gatherers.

Requires paid signature gatherers and businesses engaged in the activity of collecting signatures that use paid signature gatherers to register with the public disclosure commission.

Requires the public disclosure commission to adopt rules necessary to implement certain sections of the act and to establish procedures for registering persons who may be paid money or other valuable consideration for obtaining signatures of electors on state or local initiatives, referenda, or recall petitions.

Requires the secretary of state to provide required training via the internet for paid signature gatherers and the businesses engaged in the activity of collecting signatures.

Requires the signature and other information of a signature gatherer to be included on an initiative or referendum petition.

Requires a prime sponsor or sponsors of an initiative or referendum petition to check each petition sheet to verify certain information.

Provides that the act is null and void if appropriations are not approved.
