Limits the use of restraints on pregnant women or youth in certain correctional facilities, correctional institutions, community facilities, juvenile facilities, and detention facilities.

Directs the secretary of the department of corrections, the secretary of the department of social and health services, the sheriff, the police chief, the county legislative authority, or the person in charge to require all staff who are responsible for carrying out the requirements of the act be trained in the requirements of the act.

Requires the Washington association of sheriffs and police chiefs to develop, and offer on a periodic basis, the training for county and city jail and juvenile detention facility staff required in sections 6 and 12 of the act.
