Revises the definition of "small employer" or "small group" in chapter 48.43 RCW (insurance reform).

Establishes the small group census date to allow insurance carriers to determine the census makeup of the small group and quote a firm premium.

Provides that certain sections of the act are null and void if federal legislation that includes guaranteed issue for individuals who purchase health coverage through the individual or small group market has not been signed by the president by December 31, 2010.
