Requires the department of early learning to serve as the state lead agency for part C of the federal individuals with disabilities education act.

Transfers the powers, duties, and functions of the department of social and health services pertaining to administration of the infant and toddler early intervention program to the department of early learning.

Renames the program the early support for infants and toddlers program.
