Creates the Washington global health technologies and product development competitiveness program to ensure that Washington remains competitive in global health innovation and to guarantee that the development, manufacture, and delivery of global health products will become an even more dynamic part of the state's economy.

Allows certain tax credits for program contributions and requires the program to provide to the department of revenue or the insurance commissioner, as appropriate and upon request, information needed to verify eligibility for the credit. The credit expires June 30, 2018.
