Requires a measure to be submitted to the voters that would reaffirm the provisions of Initiatives 601 and 960 that required a two-thirds vote of the legislature to raise state taxes, absent voter approval. If this measure is approved, it is the intent of the legislature that the protection provided by Article II, section 41 of the state Constitution concerning legislative amendment or repeal of measures approved by voters attach to the act.
