    On page 10, beginning on line 28, strike all of section 8 and insert the following:

    "NEW SECTION. Sec. 8. If specific funding for the purposes of this act, referencing this act by bill or chapter number, is not provided by June 30, 2011, in the omnibus appropriations act, this act is null and void."

EFFECT:   Removes language that directs the Department of Ecology to implement the provisions of the bill within existing resources and inserts a null and void clause so that if the act is not referenced in the 2011-13 biennial operating budget, the act is null and void.
