    On page 2, line 23, after "section." insert "Boards may offer participation to such other employees exempt from chapter 41.06 RCW who have previously made contributions to a plan qualified for preferential tax treatment under section 403(b) of the federal internal revenue code."

    On page 8, line 5, after "salary." insert "The state board for community and technical colleges and the higher education coordinating board are exempt from the provisions of this subsection (2)."

 

 

 

    EFFECT:   Permits the boards of state higher education institutions to offer the Higher Education Retirement Plan (HERP) to any new civil service-exempt employees if they previously made contributions to a plan qualified for preferential tax treatment under the section 403(b) of the federal internal revenue code.

 

Permits the State Board for Community and Technical Colleges (SBCTC) and the Higher Education Coordinating Board (HECB) to continue to offer the HERP Supplemental Benefits to employees who entered the HERP prior to July 1, 2011, by removing a restriction limiting this to only higher education institutions.

 

Changes the definition of "senior academic administrator" by removing a reference to "institutional" administrators, permitting senior administrators at the SBCTC and the HECB to participate as they are not employed by higher education institutions, and eliminates the requirement that new senior academic administrators hold concurrent faculty appointment with rank in order to be enrolled in the HERP if employed by the SBCTC or the HECB.
