    On page 3, line 35, after "appeal." insert "Construction landward of the shoreland area may not be commenced under this subsection if the proposed project involves: Storage, loading, or shipping facilities for fossil fuels, chemicals, radioactive materials, hazardous materials, or hazardous waste; mining or facilities that process or support mining; or waste disposal facilities."

EFFECT:   Establishes that construction landward of the shoreland area may not be commenced in advance of a related shoreline permit decision by the Shorelines Hearing Board if the proposed project involves: storage, loading, or shipping facilities for fossil fuels, chemicals, radioactive materials, hazardous materials, or hazardous waste; mining or facilities that process or support mining; or waste disposal facilities.
