    On page 2, line 11, after "used." insert "The department of fish and wildlife and the department of ecology shall make available on the agency's website the index of records required under RCW 42.56.070(6) that are relied upon, or invoked, in support of a proposal for significant agency action.  Any records relied upon or invoked by the agency in the development of a significant agency action must be made available at the outset of any comment period."

EFFECT:  Requires the Department of Fish and Wildlife and the Department of Ecology to provide on the agency's website an index of records relied upon in support of a proposal for significant agency action.  Specifies that any records relied upon in the development of a significant agency action must be made available at the beginning of any comment period.
