On page 3, beginning on line 5, strike all of section 4 and insert the following:
"NEW SECTION. Sec. 4 This act takes effect October 28, 2012."
Correct the title.
EFFECT: Strikes the emergency clause and immediate effective date, and provides for an effective date of October 28, 2012.
