    On page 4, line 5, after "(3)" insert " Agency staff that choose to overrule or modify determinations regarding project elements created by a professional holding a license and authorized to make such determinations must hold the equivalent professional license.

    Renumber the remaining subsections consecutively and correct any internal references accordingly.

EFFECT:  For purposes of project scoping, agency staff may not overrule or modify determinations about project elements that have been created by a professional holding a license and authorized to make such determinations must hold the equivalent professional license.
