     On page 8, line 2, after "landings;" strike "and (2)" and insert "(2) the state of Oregon provides a credit against the Oregon state income tax, up to the amount of income tax owed, for all tolls paid by Washington residents on the Columbia River Crossing; and (3)" 

EFFECT: Makes the bill contingent, except for section 4 regarding the negotiation of toll setting agreements, on the state of Oregon providing a credit against the Oregon income tax, up to the amount of income tax owed, to any Washington resident who pays a toll on Columbia River Crossing.
