On page 2, after line 37 of the amendment, insert the following:
"(6) The additional revenue generated by the vehicle fee authorized
in RCW 82.80.140 by the governing board of the district must not be
used to supplant existing local transportation funding in the local
road operation and maintenance accounts."
On page 5, after line 38 of the amendment, insert the following:
"(10) The additional revenue generated by the motor vehicle excise
tax authorized in this section must not be used to supplant existing
local transportation funding in the local road operation and
maintenance accounts or transit funding in existing transit accounts."
On page 6, after line 27 of the amendment, insert the following:
"(5) The additional revenue generated by the motor vehicle excise
tax authorized in this section must not be used to supplant existing
local transportation funding in the local road operation and
maintenance accounts or transit funding in existing transit accounts."
On page 8, after line 12 of the amendment, insert the following:
"(10) The additional revenue generated by the local option fuel tax
authorized in this section must not be used to supplant existing local
transportation funding in the local road operation and maintenance
accounts."
EFFECT: Requires the additional funding provided by the transportation benefit district vehicle fee to not be used to supplant existing local transportation revenues in the local road operation and maintenance accounts. Requires the local motor vehicle excise taxes to not be used to supplant existing transportation funding in the local road operation and maintenance accounts or transit funding in existing transit accounts. Requires the additional funding provided by the local option fuel tax to not be used to supplant existing local transportation revenues in the local road operation and maintenance accounts.
