Strike everything after the enacting clause and insert the following:
"NEW SECTION. Sec. 1 A new section is added to chapter 77.12 RCW
to read as follows:
(1) The department must provide an annual report to the appropriate
committees of the senate and house of representatives including: A
summary of any plans or actions taken to develop a new habitat
conservation plan with the federal government under the endangered
species act, 16 U.S.C. Sec. 1531 et seq.; and a brief update on the
status of and major activities taken or outcomes under any existing
habitat conservation plan.
(2) The department must submit the report by October 1st of each
year and consistent with RCW 43.01.036.
NEW SECTION. Sec. 2 A new section is added to chapter 43.30 RCW
under the subchapter heading "PART 5" to read as follows:
(1) The department must provide an annual report to the appropriate
committees of the senate and house of representatives including: A
summary of any plans or actions taken to develop a new habitat
conservation plan with the federal government under the endangered
species act, 16 U.S.C. Sec. 1531 et seq.; and a brief update on the
status of and major activities taken or outcomes under any existing
habitat conservation plan.
(2) The department must submit the report by October 1st of each
year and consistent with RCW 43.01.036.

to read as follows:
(1) The department must provide an annual report to the appropriate
committees of the senate and house of representatives including: A
summary of any plans or actions taken to develop a new habitat
conservation plan with the federal government under the endangered
species act, 16 U.S.C. Sec. 1531 et seq.; and a brief update on the
status of and major activities taken or outcomes under any existing
habitat conservation plan.
(2) The department must submit the report by October 1st of each
year and consistent with RCW 43.01.036.
NEW SECTION. Sec. 4 A new section is added to chapter 79A.05 RCW
to read as follows:
(1) The commission must provide an annual report to the appropriate
committees of the senate and house of representatives including: A
summary of any plans or actions taken to develop a new habitat
conservation plan with the federal government under the endangered
species act, 16 U.S.C. Sec. 1531 et seq.; and a brief update on the
status of and major activities taken or outcomes under any existing
habitat conservation plan.
(2) The commission must submit the report by October 1st of each
year and consistent with RCW 43.01.036."

On page 1, beginning on line 3 of the title, after "act;" strike the remainder of the title and insert "adding a new section to chapter 77.12 RCW; adding a new section to chapter 43.30 RCW; adding a new section to chapter 43.21A RCW; and adding a new section to chapter 79A.05 RCW."
EFFECT: Requires the agencies to provide annual reports to the legislature containing (1) a summary of plans to develop habitat conservation plans under the federal endangered species act and (2) an update on the status of such existing agreements.
