On page 39, line 21, after "surrogacy." insert the following:
"(3) The intended parent or parents must demonstrate that they have
the understanding, ability, physical health, emotional stability, and
personality suited to meet the physical, mental, emotional, and social
needs of the child or children they intend to create through surrogacy.
The intended parent or parents must:
(a) Be at least twenty-one years of age;
(b) Have completed a background check prior to having access to a
minor child;
(c) Not have been found to have committed abuse or neglect of a
child or vulnerable adult;
(d) Must have the ability to furnish a child with a nurturing,
respectful, supportive, and responsive environment;
(e) Complete a substance and alcohol abuse evaluation and provide
documentation of treatment, if applicable;
(f) Complete a psycho-sexual evaluation;
(g) Complete a medical evaluation; and
(h) Provide a home that is clean and sanitary and furnished
appropriately for an infant."
EFFECT: Requires that an intended parent under a surrogacy contract meet the minimum characteristics required of a foster parent licensed in the State of Washington.
