On page 8, after line 7 of the amendment, insert the following:
"NEW SECTION. Sec. 11 The secretary of state shall submit this
act to the people for their adoption and ratification, or rejection, at
the next general election to be held in this state, in accordance with
Article II, section 1 of the state Constitution and the laws adopted to
facilitate its operation."

On page 1, line 11 of the title amendment, after "section;" strike the remainder of the title and insert "providing an effective date; and providing for submission of this act to a vote of the people."
EFFECT: Directs that the provisions of the bill be submitted to a referendum vote at the November 2011 general election.
