EFFECT: Raises the cigar lounge/tobacconists annual fees from $17,500 to $40,000 for cigar lounges and $6,000 to $10,000 for retail tobacconist shops. All annual fees must be paid in full during the first month of the fiscal year. Decreases the total number of special endorsements present at any time during the calendar year from 100 cigar lounges to 50 and 500 retail tobacconist shops to 200.
