EFFECT:  Increases the GF-S appropriation for FY 2012 by $147,000 and GF-S appropriation for FY 2013 by $390,000 for the Growth Management Grants in the Department of Commerce.

FISCAL EFFECT: Increase the GF-S appropriation by $537,000
