Background:
The Department of Licensing (DOL) has a Motorcycle Safety Program that promotes safe motorcycle riding through rider training programs and public information campaigns throughout Washington. The program is funded by fees from motorcycle instruction permits, endorsements, and student tuition.
The Motorcycle Safety Education Advisory Board (Board) was created to help the DOL manage the Motorcycle Safety Program. The Board has five members who are appointed by the Director of the DOL. Three members are active motorcycle riders or members of a nonprofit motorcycle organization that actively supports and promotes motorcycle safety, one member is a Washington State Patrol motorcycle officer who has at least five years of experience and at least one year of experience as a motorcycle officer, and one member is from the general public. Board members serve a two-year term of office and receive no compensation for services, except reimbursement for travel expenses while engaged in business of the Board.
The Board is required to meet at the call of the Director of the DOL, but not less than two times annually and not less than five times during its term of appointment.

Summary of Bill:
The Motorcycle Safety Education Advisory Board is required to meet not less than quarterly.

Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
