Majority Report: The substitute bill be substituted therefor and the substitute bill do pass. Background:
In 2011 a bill was enacted that created the Department of Enterprise Services as an executive branch agency vested with some or all of the powers and duties of the Department of General Administration, the Public Printer, the Department of Personnel, the Office of Financial Management, and the Department of Information Services. It also created the Consolidated Technology Services Agency with some or all of the powers and duties of the Department of Information Services.
The bill included a provision directing the Code Reviser to prepare legislation for the 2012 regular session that changes all statutory references to the director or department of any agency transferred or consolidated under this act, and changes statutory references to sections recodified by this act but not amended in the act.

Summary of Substitute Bill:
Conforming amendments are made to correct statutory references to the affected departments and statutory cross references as a result of the 2011 legislation.
Substitute Bill Compared to Original Bill:
The following additional corrections were made:
changes a reference from 43.105 to 43.41A;
repeals a redundant exemption from civil service for the Office of the Chief Information Officer;
repeals obsolete statutes related to the Department of Information Systems specifying standard electronic formats for requesting jury lists and adopting rules for source lists;
changes several references from the Consolidated Technology Services Agency to the Office of the Chief Information Officer relating to technology portfolios, technology-related projects, and electronic approvals;
changes Consolidated Technology Services Agency to the Department of Enterprise Services regarding the Electronic Authentication Act;
changes a reference to the Consolidated Technology Services Agency to the Department of Commerce relating to high-speed Internet services;
changes references to the Department of Enterprise Services to the Department of Commerce relating to the State Energy Policy Growth Management Board; and
removes the Office of the Chief Information Officer as a state purchasing agency.

Effective Date of Substitute Bill: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
Staff Summary of Public Testimony:
(In support) This bill simply makes corrections to statute due to the government reorganization bill from last session.
(In support with concerns) This is a technical amendment bill that cleans up statutory references. There are a couple of places where the technical corrections are not correct.
