Background: The state government operates on a fiscal biennium that begins July 1 of each odd-numbered year. The 2009-11 operating budget, as amended by the 2010 supplemental budgets (ESSB 6444, chapter 37, Laws of 2010 1st sp. sess. and HB 3225, chapter 1, Laws of 2010 2nd sp. sess.), appropriated $31 billion from the state General Fund and two other accounts, together referred to as the state Near General Fund. The total budgeted amount, which includes state and federal funds, is approximately $60 billion.
Summary of Bill (Recommended Amendments): Appropriations are modified for the 2009-11 biennium. State Near General Fund appropriations are reduced by $254 million.
