Background: The Motorcycle Safety Education Advisory Board was created to assist the Director of the Department of Licensing (DOL) in the development of a motorcycle operator training education program. The board monitors the program and reports to the DOL as necessary with recommendations regarding administration, application, and substance of the motorcycle operator training and education program.

The Board has five members who are appointed by the DOL. Three members are active motorcycle riders or members of a nonprofit motorcycle organization that actively supports and promotes motorcycle safety, one member is a Washington State Patrol motorcycle officer who has at least five years of experience and at least one year of experience as a motorcycle officer, and one member is from the general public.

Currently, the law requires that the board meet at the call of the DOL, but not less than two times annually and not less than five times during its term of appointment.

Summary of Bill: The bill as referred to committee not considered.

Summary of Bill (Recommended Amendments): The board must meet quarterly and no longer at the call of the DOL.

One member of the board must be a currently employed Washington State Patrol officer with at least five years of experience and at least one year cumulative experience as a motorcycle officer, or motorcycle instructor, or one year of other professional experience in the field of motorcycle safety and education.

Appropriation: None.
