Background: Partisan primaries are held for the nomination of candidates running for the offices of Congress; all state offices (except judicial offices and the Office of Superintendent of Public Instruction); and all county offices (except judicial offices and when a county's home rule charter provides otherwise).

Based upon the votes cast at the primary, the top two candidates will be certified as qualified to appear on the general election ballot.

Summary of Bill: No primary is held for any single position in a partisan primary when no more than two candidates are filed for that position as of that last date for candidate withdrawal.
