Background: The operating and capital expenses of state transportation agencies and programs are funded on a biennial basis by an Omnibus Transportation Budget adopted by the Legislature in odd-numbered years.

Summary of Bill (Recommended Substitute): Appropriations are made for state transportation agencies and programs for the 2011-13 fiscal biennium. Additionally, the 2009-11 biennial appropriations for various transportation agencies and programs are modified. (See Committee supporting documents for more detail.)
