Background: The Department of Licensing issues replacement license plates at a cost of $10 per plate. Under current law, plates are required to be replaced every seven years. Proceeds are deposited into the motor vehicle account.
Summary of Bill: The safety corridor account is created in the motor vehicle account. The $10 license plate replacement fee must be distributed so that $7 is deposited in the motor vehicle account and $3 is deposited into the safety corridor account. Funds deposited into the safety corridor account may only be used for projects that rate well based on a criteria that emphasizes safety. Three specific projects are eligible for special safety corridor account funding:
SR 2 between SR 9 and Stevens Pass;
U.S. 97 between the Oregon Border and milepost 63; and
SR 20 between Sedro Wolley and Newport, near the Idaho state line
Funds in the safety corridor account may be used for payment of debt service on bonds that are used to finance special safety corridor projects.
