Background: The solid waste tax is an excise tax on the collection of solid waste. Solid waste does not include hazardous waste or material for salvage or recycling. The tax is 3.6 percent of the charges for solid waste collection by public or private solid waste collection businesses or utilities.

The solid waste tax is deposited in the Public Works Assistance Account and is one of four sources of money supporting low interest loans to local government for public infrastructure.

Summary of Bill: One hundred percent of the solid waste tax is deposited in the General Fund starting July 1, 2011. Eight-five percent of the solid waste tax is deposited in the General Fund from July 1, 2013 until June 30, 2038.
