READ FIRST TIME 02/21/11.

AN ACT Relating to expanding opportunities in higher education in north Puget Sound; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1   Changes or modifications of the University Center of North Puget Sound, including:
     (1) Creation of any new degree programs offered by a four-year institution;
     (2) Purchase or lease of major off-campus facilities by the University Center;
     (3) Creation of a new, or major modification to the existing, management structure of the University Center;
     (4) New degree programs and creation of off-campus programs by an independent college or university in collaboration with the University Center; or
     (5) Applied baccalaureate degree programs developed at the University Center under RCW 28B.50.810
shall only be considered after the higher education coordinating board conducts a needs assessment and viability determination, under RCW 28B.76.230, and presents a positive recommendation to the governor and the legislature.
