Requires the liquor control board to convert at least twenty state liquor stores to contract liquor stores between September 1, 2011, and July 1, 2013, and convert ten state liquor stores to contract liquor stores on a pilot basis between September 1, 2011, and July 1, 2012.

Authorizes certain independently owned grocery stores to apply for and receive a contract liquor store appointment.
