Modifies renewable energy investment cost recovery program provisions relating to: (1) Placement of a solar energy system on property owned by a higher education institution, a nonprofit organization, or a nonprofit housing organization;

(2) Required information on an application for the investment cost recovery incentive;

(3) Rates paid for the incentive;

(4) Option to purchase a solar energy system; and

(5) Credit against taxes due from a light and power business.
