Modifies department of fish and wildlife provisions relating to: (1) Starting a fire on department-owned or controlled lands that are not forest lands;

(2) Use or purchase of a license in this state while holding a resident license from another state or country;

(3) Failure of a taxidermist, fur dealer, or wildlife meat cutter to maintain business records;

(4) Charter boat operation and licensing;

(5) Taxidermist ledgers;

(6) Unlawful discharge of a firearm, bow, or crossbow;

(7) Increased penalties for unlawful taking of protected fish and wildlife;

(8) Landing crab taken in offshore waters;

(9) Predatory wildlife habituated to humans;

(10) Additional use of regional fisheries enhancement group account funds;

(11) Possession and use of controlled substances to euthanize injured, sick, or unwanted wildlife; and

(12) Fish and wildlife officers serving as general authority Washington peace officers.
