Requires certain schools to: (1) Identify the skills, knowledge, and characteristics of kindergarten students at the beginning of the school year; and

(2) Provide an opportunity for parents and guardians to excuse their children from participation in the inventory of developing skills.

Requires the superintendent of public instruction and the department of early learning, before implementing the inventory of developing skills, to assure that a fairness and bias review of the assessment process has been conducted.
