Requires the department of labor and industries to annually calculate an adjusted minimum wage rate to maintain employee purchasing power by increasing the current year's minimum wage rate by the rate of inflation.

Requires employers to pay their employees, who are at least eighteen years old, the adjusted minimum wage rate.

Provides for submission of the act to a vote of the people.
