(SUBSTITUTED FOR - SEE 2ND SUB)

Prevents the disruption of vital services by establishing a comprehensive damage prevention program for transfer pipelines, transmission pipelines, and underground facilities.

Establishes authority to enforce the law, assign responsibilities for locating and keeping accurate records of underground facilities' locations, and protect and repair damage to existing underground facilities.

Creates an underground damage prevention authority which will appoint an enforcement committee in order to: (1) Hear complaints for violations of chapter 19.122 RCW (underground utilities); and

(2) Issue a finding of facts and conclusions regarding alleged violations and recommend appropriate corrective actions.

Provides a December 31, 2020, expiration of the authority.

Creates the damage prevention account.
