Requires certain standards be met in the construction or modification of bicycle facilities and pedestrian rights-of-way.

Requires the department of transportation, when constructing, reconstructing, retrofitting, maintaining, altering, or repairing any portion of a transportation network, to: (1) Consult with local jurisdictions in the scoping, design, and planning phases; and

(2) Consider the needs of all users by applying certain design solutions from the institute of transportation engineers.
