Modifies campaign disclosure and contribution provisions relating to: (1) Statement of organization;

(2) Reporting contributions and expenditures;

(3) Political advertising requirements; and

(4) Public disclosure commission's authority to waive fines for certain violations.

Requires the public disclosure commission to request a copy of certain reportable political advertising from the appropriate political committee when a request for the advertising has been made to the commission by the public.
