HB 1770 - DIGEST
(DIGEST AS ENACTED)

Requires the department of general administration to develop a model plan for state agencies to increase the number of small businesses registering in the state's common vendor registration and bid notification system.

Requires state purchasing agencies to adopt the model plan developed by the department or establish and implement a plan.

Requires the state purchasing and material control director and state purchasing agencies to give technical assistance to small businesses regarding the state bidding process.

Requires state purchasing agencies to maintain records of state purchasing contracts awarded to registered small businesses.

Authorizes the department of general administration to provide assistance to other agencies attempting to maintain records of state purchasing contracts awarded to registered small businesses.

Requires the department of general administration, in consultation with the departments of information services, transportation, and commerce, to develop and implement a web-based information system and make the system available to state purchasing agencies and other agencies that would like to use the system.

Provides that section 3 of the act is null and void if appropriations are not approved.

 
VETO MESSAGE ON HB 1770

To the Honorable Speaker and Members,
The House of Representatives of the State of Washington

Ladies and Gentlemen:

I am returning herewith, without my approval as to Section 5, House Bill 1770 entitled:

"AN ACT Relating to enhancing small business participation in state purchasing."

I am vetoing Section 5 because it inadvertently eliminated the ability for agencies to make purchases up to three thousand dollars based on buyer experience and knowledge of the market and is therefore in conflict with RCW 43.19.1906(2).

For this reason I have vetoed Section 5 of House Bill 1770.

With the exception of Section 5, House Bill 1770 is approved.
